Mr Catlin qualified as a Registered General Nurse in 2000 with a Diploma in Professional Studies of Nursing achieving a BSc in Professional Studies of Nursing in 2007 both from the University of Manchester and a Postgraduate Diploma, Practice Development (Health Protection) in 2014 from Manchester Metropolitan University.
Mr Catlin worked in general surgery and then critical care at Manchester Royal Infirmary (MRI) between 2000 and 2003 before joining the Trust Infection Prevention and Control (IPC) service covering MRI, St. Mary’s Hospital and the Manchester Royal Eye Hospital. Mr Catlin left this post to establish an IPC service for St Ann’s Hospice in Greater Manchester covering three sites; as part of this post, he established both a Greater Manchester and then national IPC network for hospices and palliative care providers supported by Hospice UK.
Mr Catlin joined Aintree University Hospital in 2009 as IPC Matron providing specialist IPC advice before moving to Bolton Foundation Trust in 2014 first as Assistant Director of Infection Prevention and Control (ADIPC) then as Deputy Director of Infection Prevention and Control (DDIPC). As part of these roles, Mr Catlin is the strategic lead for the delivery of IPC services for the acute trust and community services in Bolton. He is chair of the Trust Water Safety Group and Ventilation Safety Group. In 2021 Mr Catlin also accepted a second role at Bolton FT as Divisional Nurse Director for initially Diagnostics and Support Services Division (covering General Outpatients, Pre-Operative Assessment, Imaging [x-ray, CT scan, MR imaging, ultrasound, breast screening and medical illustration], Laboratory Medicine (including mortuary services), Pharmacy Services and has established a nurse led intravenous line insertion service. In 2025 Mr Catlin also became responsible for Acute Paediatric services and Gynaecology services.
Clinical Interests
Mr Catlin was key to the operational management of the COVID-19 pandemic for Bolton FT as well as the wider Bolton locality as part of Health Protection Board. He retains a passion for outbreak planning and management working closely with Emergency Preparedness, Resilience, and Response – especially in relation to planning, training and managing suspected and confirmed High-Consequence Infectious Diseases and emerging diseases. As chair of the Water Safety Group and Ventilation Safety Group, Mr Catlin is experienced in infection prevention as part of the built environment.
