Overview

Medico-Legal experience

Mr Welch has been acting as an Expert Witness for a number of years. He has undergone his expert witness training and is registered with the Association of Personal Injury Lawyers (APIL) and the UK Register of Expert Witnesses. Mr Welch is frequently instructed in personal injury, clinical negligence and criminal cases; notably he has appeared and is scheduled to re-appear at the Central Criminal Court (the ‘Old Bailey’) as an expert witness for the Crown Prosecution Service (CPS). He holds weekly medico-legal clinics in Manchester but is happy to travel to conduct home and prison visits. His Claimant/Defendant ratio split is approximately 70/30 and he can usually turnaround reports within 4-6 weeks, sooner if required.

Clinical Practice & Experience

After completing his training as one of the last senior registrars in surgery, obtaining ‘old style’ time-served accreditation as well as the new Certificate of Completion of Specialist Training (CCST), Mr Welch commenced working as a Consultant in General and Vascular Surgery at the Burnley General Hospital in October 1998. After two years in this post, Mr Welch moved to the Regional Vascular Surgical Unit at the University Hospital of South Manchester NHS Foundation Trust (UHSM) to become a pure Consultant Vascular Surgeon. In October 2017, UHSM joined with the Central Manchester Foundation Trust to form the Manchester University Foundation Trust (MFT) and in October 2020 the two Vascular Units unified one site at the Manchester Royal Infirmary to become the Manchester Vascular Centre (MVC) – the largest Vascular Surgical Unit in the UK.

Up until the end of May 2022, Mr Welch practiced at MFT as the Senior Consultant Vascular Surgeon in a team of thirteen full-time vascular surgeons, working in a very busy unit providing an elective and full-time emergency service for over two-million people (South Manchester, Trafford, Tameside, Stockport, Macclesfield, Salford, North Manchester and Bolton).

Mr Welch has now side-stepped from full-time clinical NHS practice to being the Senior Appraiser for MFT.

Clinical Interests

Until the end of May 2022, Mr Welch performed the full range of vascular surgical operations on a regular basis, with a regular weekly full day arterial surgery operating list at MVC, and a weekly venous surgery list (the latter temporarily curtailed by Covid-19). His main interests include abdominal aortic aneurysms (AAA), complex revisional arterial surgery, and distal arterial bypass for limb salvage, as well as surgery for primary and, especially, recurrent varicose veins.

In addition to his duties at MVC, he personally provided an additional on-site vascular presence at the Wythenshawe Hospital and the Macclesfield District General Hospital with weekly clinics.

Mr Welch runs a busy private practice with 2.5 clinics per week, and a weekly operating list performing both arterial and venous surgery.

Research Interests

Mr Welch has published more than 30 peer-reviewed papers in surgical literature. His research interests are the surgical management of critical limb ischaemia, revisional arterial surgery, and recurrent varicose veins.Mr Welch participated in the BASIL trial for the management of critical limb ischaemia, the EVAR trial for management of abdominal aortic aneurysms, and was involved in numerous other multi-centre research trials.
